One group thinks that all imaginable low-probability scenarios should be included to achieve full coverage without leaving any gaps. ; The other group feels that resources are limited and they must first focus on high-frequency and high-risk core scenes, and not let too biased content interfere with everyone’s attention. When we were doing it, we took the middle value. The two most common scenarios in the community were core-discharge battery car fires and old line short-circuit fires. We also supplemented the response to extreme situations such as fire exits being blocked by debris during typhoons and sudden power outages in the entire building. After all, if people really can't find a solution after searching through the guide, their subsequent trust in the guide will directly collapse.
After the scene is set, the most important thing is to break down the actions in each scene into enough detail. Don't make empty words like "increasing safety awareness" and "doing emergency evacuation". The core actions have been smoothed out, but there are still some supporting details that people tend to overlook. Oh, by the way, we have been arguing for a long time before. Some people said that professional self-rescue operations such as cardiopulmonary resuscitation and wound dressing should be included in the guide. It seemed that the guide was comprehensive. We finally removed it, leaving only the content on how to lead first responders and how to temporarily move an injured person to a safe area. Ordinary people have not received professional training. If they rush to do cardiopulmonary resuscitation, they will easily cause secondary injuries. The more content in the guide, the better. We must ensure that what is included is content that ordinary people can do and do it without making mistakes. Finally, we also included the 24-hour contact numbers of community grid staff, property management personnel, and community hospitals in bold type 3 at the end of the guide. We specially chose non-reflective coated paper for printing, so that even the elderly wearing reading glasses can see clearly.
Finally, don’t just print and distribute it after writing it. You have to get people who really want to use it to try it out first. We went through two drills with the elders and aunts of the community, property security guards, and young tenants who had just moved in. We found that no one could understand the original words "Go to the northwest gate of the community to guide the fire truck." The northwest gate of the community was always closed, and everyone called it the north gate. We immediately changed the description and specifically added, "If the north door is locked, just go to Master Zhang in the security room at the door to get a spare key." This kind of detail can't be figured out by sitting in the office and patting your head.
After all, the emergency guide is never a ledger for superiors, but a practical tool that can really save lives. In the final analysis, all the steps are centered around the core of "easy to use, usable, and dare to use it when something really happens." Without this standard, no matter how neat or comprehensive the guide is, it is just a decoration.
